In 1996, Mr Burke said on radio that the community would have "to deal with the reality, and this is two-thirds of our prison population is Aboriginal and mandatory sentencing is going to cause incredible costs to society in general". Aboriginal people make up 73% of the Northern Territory's prison population . NT Correctional Services reports that 78% of prisoners sentenced for a mandatory property offence as the major charge were Aboriginal. DATA
